Alpena Public Schools, located in the cultural, economic, and educational hub of northeast Michigan, is a Class A district. We serve a population of approximately 3,600 students in 6 elementary schools for grades K-5, a junior high for grades 6-8, and a high school for grades 9-12 as well as an alternative high school program.

At its August 26, 2024, Regular Meeting, the Alpena Public Schools Board of Education officially adopted a 3-5-year Strategic Plan—a roadmap created to guide our district’s growth and success.

This process officially began on February 24, 2024, when more than 50 students, staff, administrators, Board of Education members, and community stakeholders came together to identify the district’s strengths and areas for improvement. From there, the Board, administration, and district leadership teams worked collaboratively to refine a plan that addresses the current and future needs of our students, schools, and community.

Since the plan’s adoption, we have been focused on defining, assessing, and strengthening our systems, language, protocols, and practices to ensure they are aligned with the needs of our students and staff. Every step forward is intentional and measurable.


Our Strategic Focus

The Strategic Plan is built around five key goal areas, all supporting the district’s mission:

  • Academics & Programs – Delivering high-quality instruction to maximize student achievement.
  • Whole-Child Development – Providing supports that foster student engagement, growth, and well-being.
  • Personnel – Attracting, recruiting, retaining, and developing highly qualified staff.
  • Family & Community Partnership – Strengthening relationships with families and community partners.
  • Stewardship – Advancing and maintaining a long-term sustainability plan.


A Commitment to Continuous Improvement

The plan is structured using the Michigan Integrated Continuous Improvement Process (MICIP), ensuring that each goal area includes strategies and implementation activities that are monitored and measured for ongoing progress.

The foundation of this plan is continuous improvement, data-driven decision-making, communication, monitoring, and support. Together, these principles will help us create the best possible learning environment for all APS students.

We are excited to move forward with this plan and will continue to share updates as we implement meaningful changes for our schools and community.

Ice Storm and Forgiven Days

We are still awaiting a final decision from the state legislature regarding the additional school days we missed due to the recent ice storm. I remain optimistic that forgiveness will be granted.

Representative Cam Cavitt has introduced House Bill 4345, which would provide flexibility by waiving the minimum required school days and hours for affected districts. This bill has passed with unanimous support of the House of Representatives, and is now headed to the Senate. Upon final passage local school boards will then be able to adopt resolutions to officially forgive the missed days. We will keep you informed as soon as we know more.

Strategic Planning and Facility Study

At its April 28 meeting, the Alpena Public Schools Board of Education approved a partnership with Kingscott (a firm specializing in architecture, engineering, and design) and Clark Construction to begin a comprehensive long-term facility study. This important work aligns with our Strategic Plan’s Stewardship goal area.

While our district is currently in sound financial health, we continue to face long-term challenges, including declining enrollment and a reduced number of operational buildings. Now is the right time to thoughtfully and creatively plan for the future. We’re asking questions like: What will education look like in Alpena in the coming decades? How can we operate more efficiently while still providing a top-quality experience for students and staff?

Your voice will play a vital role in shaping these decisions. Over the next several months, we will be gathering input from students, staff, families, and community members, with the goal of finalizing the study and developing options by November. Together, we will build a vision for the future of Alpena Public Schools.

It’s hard to believe we’re already in the final stretch of the school year! With just over a month to go, this is a joyful time filled with celebrations of student growth and staff achievements. Annual Reports

Beginning with the 2009-10 academic year, the State of Michigan has provided families, communities and schools with a comprehensive report of school progress. This Annual Education Report (AER) takes data collected from schools on student achievement and teacher qualifications and presents this along with information on school and district Adequate Yearly Progress (AYP) status. Combined with the appropriate building or district Cover Letter, these two documents give a complete report that meets the requirements of the Federal Every Student Succeeds Act of 2015 (ESSA) and Michigan's PA 25 of 1990.
